In both cases, per capita household income was the welfare measure used. The household quintiles make the service look much more progressive than the population quintiles. In this example, 30 percent of the population falls into this category. Those who are not poor and do not receive benefits are likewise a targeting success (here, 40 percent of the population). Those who are poor but do not receive benefits are counted as an error of exclusion or type I error (here, 10 percent). The nonpoor who do receive benefits are counted as an error of inclusion or type II error (here, 20 percent).
