The apparent incidence of a program will look different depending on how the quintiles are calculated. 3 which reports both individual and household-based quintiles. In both cases, per capita household income was the welfare measure used. The household quintiles make the service look much more progressive than the population quintiles. In this example, using individual quintiles, 11 percent of all public health users fell in the poorest quintile. Using the household quintiles, 29 percent of all public health users fell in the first quintile.

Selden and Wasylenko (1990) and Gill, Jimenez and Shalizi (1990) review the implications of this benefit shifting in government transfer programs. The discussion has also ignored the source of revenues. To consider the tax side would entail studying the incentive effects of the taxes and the distribution of the tax burden, which can be studied with methods parallel to those for the subsidies they support. A common simplifying assumption is that the issue under study is alternate uses of existing revenues, rather than the decision about whether to raise taxes to finance a new program.

This problem gives rise to the need to measure targeting accuracy. 1. Those who are poor and do receive benefits are a targeting success. In this example, 30 percent of the population falls into this category. Those who are not poor and do not receive benefits are likewise a targeting success (here, 40 percent of the population). Those who are poor but do not receive benefits are counted as an error of exclusion or type I error (here, 10 percent). The nonpoor who do receive benefits are counted as an error of inclusion or type II error (here, 20 percent).
