Page 12 Since there was also no provision in the NIRA for either national or industry labor boards to pass upon these questions, organized labor and organized employers relied on their political and economic power to pressure the New Deal administration to read into Section 7(a) the strongest endorsements of their own positions. Industry generally had the political power advantage as long as the New Deal recovery program remained an experiment in industrial self-government dependent upon employer cooperation rather than government control.
